New Resident Welcome Packet

De Soto utility bills include Water (WA), Wastewater (SW), Trash (TS), & Recycling (RC); bills are generated by City Hall and mailed to residents at the end of every month. 

Utilities Service Contract

Are you a new resident? You will need to complete a Utilities Service Contract. 

*Note: There is a $30.00 connection fee that applies to ALL new water contracts. If not paid at time of request, it will be added to the first months bill. 

Online Bill Pay

Want to pay your utility bill online? Use our online bill pay system to submit your payment. You’re completely in control! No more checks, stamps, or trips into City Hall (we’ll miss seeing you, though). 

*NEW USERS: To add your account, you will need your NEW ACCOUNT NUMBER (including dashes). Which you can locate on the top of your new ONE page bill. You will also need to know the last payment that was made on your account. If this is the first time you are making a payment on your account, please enter 0.00 when creating your account.

Debit Authorization

Want to sign up for automatic billing? Fill out this debit authorization form (PDF) and return it to City Hall. We will automatically deduct your monthly utility bill directly from your bank account.

Drive-Up Drop Box

In a hurry? We have a White Drive-Up Drop Box located in front of City Hall. Drop in payments 24/7. 

If you come into City Hall we accept:

Utility Assistance

Johnson County Aging & Human Services offer food pantry, utility assistance, and Kansas City Medicine Cabinet vouchers to income eligible residents. Contact (913) 715-6653 or visit Johnson County Aging & Human Services for further assistance.
